At press time, the bidding for a second package consisting of three more PODEBI was still underway, while the fourth was assigned directly to a Danish investment fund that will bring an investment of 10 billion dollars and will be installed in Ciudad Ixtepec for the production of clean energy through hydrogen.
THE LARGEST PODEBI
The Texistepec Wellness Development Pole (PODEBI), in Veracruz, will be a production and growth center that will generate an important economic spillover not only in the southern zone of Veracruz, but also in the entire Isthmus of Tehuantepec.
Texistepec is the largest PODEBI in Veracruz, and to achieve the development objectives, the winning companies created the Promotora para el Desarrollo y el Bienestar y la Industria del Istmo de Tehuantepec (PROISTMO), which through the proposals and benefits they proposed, won the bidding with the best integral offer of investment, industrial and social.
Texistepec has an area of 481.52 hectares and the municipality of the same name has a population of more than 188 thousand inhabitants.
It is the best connected CIIT development pole. It is adjacent to the Line Z of the railroad, with 4.1 kilometers of railroad tracks in its Medias Aguas section, has road frontage on the MEX-145D highway, in the section corresponding to the La Tinaja-Cosoleacaque highway, and has potential connectivity to other national and international markets, being 44.9 kilometers (km) from the Port of Coatzacoalcos, Veracruz, and 39.6 km from the International Airport of Minatitlán.

It is the only PODEBI that has made a public presentation so far. Last December, in a press conference, PROISTMO spokesmen stated that the authorities very intelligently, given the needs of the world, created the development poles. "We feel very privileged to be actors; we are at the service of this great interoceanic corridor, because we are undoubtedly creating the conditions that can benefit not only the south-southeast of our country, but the whole world", emphasized the directors of the organization in a press conference.
Texistepec is a development pole that, by its design and nature, can provide services and sustain the economy by supporting the other poles that have been identified so far.
But the most important thing is that its objective is to create scenarios to promote a better future for all, together with the other development poles. They added that the purpose of PROISTMO is to attract the best possible industry to this area of Mexico so that a strong economy can be developed. Therefore, it will be important to identify the vocations of each PODEBI.
VOCATIONS
Each of the PODEBI has natural vocations due to its location and the nature of its terrain.
In PROISTMO, the vocations identified for Texistepec are
- Pharmaceuticals
- Agribusiness
- Logistics
These are the natural vocations of the place where it is located, since Texistepec has been developing agribusiness for a long time, but it is exploited in a minimum percentage with respect to its true potential, so they consider that it can explode immediately and in an important way.
However, due to the size of the property, PROISTMO's vision is that, in addition to its natural profile, it can accommodate the different vocations required by the CIIT.
In fact, very different professions have been identified for the establishment of national and international companies, among them
- Electrical and electronic
- Semiconductors
- Automotive (electric mobility)
- Automotive parts and transport equipment
- Medical devices
- Pharmaceutical
- Agribusiness
- Power generation and distribution equipment
- Machinery and Equipment
- Metals
- Petrochemicals.
The directors affirmed that a central part of the PROISTMO project is work, innovation and training; in other words, creating the conditions to avoid a brain drain and attract more national and international experts. The creation of jobs is fundamental to the growth of PODEBI Texistepec in order to guarantee sustainable social development.
SOCIAL DEVELOPMENT
This social development is not only about creating jobs, but also about integrating projects where the community can have better places for entertainment, health care, technology, education and training, among others.
The social impact is transcendental because without it, an investment would not make sense. Therefore, the set of proposals that make up the project are designed to benefit a significant portion of the population, the people who live in that area; "behind each of the projects involved there is a vision and a fundamental goal, which is to provide families with better opportunities to have access to a life full of well-being," said the directors.
"For us, it is a source of pride to begin this project in the development pole and Texistepec as an engine of development", affirmed the spokespersons, who are well aware that the Interoceanic Corridor will be a bastion of the world economy, changing the logistics that currently operate.
INVESTMENT
In terms of investment, PROISTMO's proposals and solutions are aimed at transforming the area, the region and the nine municipalities with which it borders. In this way, the Interoceanic Corridor will contribute to making it truly functional, becoming a transformer and creator of goods.
In the first two years of the PROISTMO project, 1,860 million pesos will be invested in infrastructure, and in five years a total of 14 billion pesos will be invested in the hub. The aim is to create the conditions for all large companies to be present in the pole, to create the environment for them to carry out their activities and to stimulate the economy of the region and the country.
In addition to the fact that the first phase of investment will take two years, jobs are already being created in Texistepec and the surrounding areas. Although this is an early stage of the project, there are already benefits where the PODEBIs are located, especially in this area.
Meanwhile, the great challenge is to create the entire integral ecosystem, but the first objective is that in the first two years all the necessary urban infrastructure will be in place so that companies can begin to set up.
The Master Plan foresees the development of Texistepec as follows: 218.88 total hectares for urbanization, 262.69 total hectares for industrial use, 68.11 total hectares for pharmaceuticals, 70.05 total hectares for logistics and 124.53 total hectares for agribusiness.
